Emilio Serrano

Associate Director
Madrid

He holds a degree in Political Science and a Master’s in Corporate and Institutional Communication from Universidad Carlos III de Madrid. He has developed his professional career in the fields of strategic communication, public affairs and institutional management, combining experience in consultancy, training and public administration.

For nearly five years, he worked as a communications consultant, specialising in strategic communication, institutional positioning and media relations. During this period, he advised a range of public and private organisations, third-sector entities, and political, social and business leaders, contributing to the design of communication strategies, media engagement, message development and support in high-profile public contexts.

In parallel, he carried out teaching activities at several educational institutions in Spain, delivering training in public speaking and rhetoric, spokesperson coaching and crisis communication. Through this work, he supported institutional and executive profiles in strengthening their public communication skills, message discipline and preparation for media appearances and institutional forums.

With previous experience in local politics, he joined the Office of the Presidency of the Government of Spain in early 2020, where he contributed to political analysis, institutional monitoring and communication coordination during a period marked by the management of the public health crisis. He later moved to the Ministry of Health, where he served in the Secretariat of State for Health and subsequently became Chief of Staff. In this role, he was involved in institutional coordination, legislative monitoring and engagement with key stakeholders in the Spanish health system at a particularly significant moment for the development of public health policy.

In March 2022, he joined H/Advisors, where he advises organisations in the healthcare and public health policy sectors on institutional positioning, regulatory analysis and stakeholder engagement. Since 2025, he has served as Deputy Director of the area, becoming one of the firm’s leading specialists in healthcare policy and contributing to the development of institutional engagement strategies with public administrations, sectoral organisations and other key actors within the healthcare ecosystem.
